It is governed by a six-member board of commissioners who are elected by Matagorda County residents for stagered six-year terms.
The Port of Bay City Authority maintains a port facility on the Colorado River located 15 miles upriver from the locks at the Intracoastal Waterway. It accommodates barge traffic including off-loading and loading facilities for various products. Storage facilities are also available.
